The election is nonpartisan, but many candidates are affiliated with a political party. The current city charter states that candidates must be at least 30 years old, not hold any office or agency in the city, Shelby County, or state, not owe any taxes or be a freeholder, and have resided in the city for five years prior to the election[5]. However, a recent ruling by Chancellor JoeDae Jenkins determined that the five-year residency requirement was eliminated by a 1996 ballot referendum[8].
